This watch is a Kelton 21 from before 1956. I do not know the exact date as pre 1956 model information is scarce. The watch shares a mercury style case used around this time. The case is chrome plated base metal. The dial is white and stepps down around the edge to highlight the minute track. Printed markers and words are black. The hands are also black and tapered to a fine point.
